US President Donald Trump Announces “Energy Ceasefire” Between Russia And Ukraine

Trump claims both sides have agreed to halt attacks on energy infrastructure effective immediately—though Ukraine expressed surprise and sought details, while Moscow offered no immediate confirmation.

The same post, which contained no details as to the terms or duration of such a halt, added, “Do not break it! Thank you for your attention to this matter. President DONALD J. TRUMP.”

The Ukrainians declared, ‘If President Trump negotiated this with Putin – please share the details with us when exactly the ceasefire begins to take effect. We will comply with it. We have long declared a willingness to halt the launches of long-range drones to strike at the oil refineries and other relevant targets of Russia, provided that the Russians cease their attacks on the UGXC – our power stations, heating stations and water treatment and supply facilities – with “real guarantees” of their compliance being provided in between. The President also briefed the Canadian Prime-Minister, the President of Finland and NATO leaders on this development and stressed that although we support steps to de-escalate the conflict, we are waiting for more details from the Americans.’

Neither the Ukrainian side nor the Russian side have confirmed the announcement of President Donald Trump. The Russian side had already earlier spoken about the idea of an energy-related cease fire in a positive way, but under certain conditions including the protection of the exports of energy via sea as well as of relief from the sanctions.

US-Russian diesel deals which included a temporary relaxation of a financial ban by the US Treasury Department were recently brokered by Trump. However, he has at the same time been pressuring Ukraine to halt attacks on refineries which he acknowledged could push up global fuel prices. His offer of an energy-related pause in the conflict is seen by Ukraine as an additional avenue of diplomacy which is running in parallel with efforts to secure agreements with a number of other partners including India, Turkey and Egypt, reported Kyiv Post.

While asymmetric incentives would remain for both parties for the remainder of winter as well as for refineries’ export-orientation, definitional boundaries as to what would be considered part of the “energy” to be protected would require independent verification and a credible enforcement mechanism. Thus, as of today, 11 October, there are still ongoing attacks by Russian military and dozens of strikes by Ukrainian drones and artillery within the ongoing conflict.
